The 10-Minute Government Audit: Follow the Promise, Power, Money and Result
You do not need to love or hate a government to audit one. You need a clear question and a trail of public evidence
Evidence: Public-governance framework
What is worth carrying forward
- Government accountability improves when citizens can inspect spending, decisions and outcomes.
- Public procurement is economically significant and should be measured for efficiency, compliance and results.
- The audit method evaluates documented conduct and performance, not party identity or ideology.
Pick One Promise
Do not begin with 'Is this government good?' That question is too big and too political to audit cleanly. Choose one concrete promise: build a hospital, repair a road, reduce water leaks, deliver school meals, improve emergency response. Then ask who had authority to act and what deadline was stated.
Follow Four Things
Promise: what was publicly committed? Power: which agency or official had legal responsibility? Money: what budget, contract or procurement decision funded it? Result: what measurable output or outcome occurred? OECD transparency frameworks emphasize access to public information, spending, contracts and oversight because these records let citizens and audit bodies examine how government actually works.
End with Evidence, Not a Verdict
A useful civic audit can conclude: delivered, partially delivered, delayed, over budget, under-specified, unsupported by available evidence, or still unresolved. It should not tell the reader which party to support. The point is to make public performance inspectable.

A neutral civic audit can trace a documented public promise through legal authority, budget/procurement, implementation and measurable outcome without turning the analysis into partisan ranking.
